Scope of Work: The Contractor shall provide necessary supervision, labor, Material, tools, equipment, and cell phones or other communication equipment, to perform:
- Inventory services for removal planning, notifying property owners, and updating the removal list for any recent mortality in support of the Drought Resolution Initiative (DRI) /Bark Beetle (BB) and the Hazard Tree Management (HTMP) Programs, per program descriptions and requirement described below.
- Reliability assessment of trees and their site conditions that are located alongside or outside of Southern California Edison’s (SCE) utility corridor that could directly impact SCE’s overhead facilities or violate the Minimum Vegetation Clearance Distance (MVCD) if they should fail.
Hazard Tree Management Program (HTMP):
Contractor to provide Arborists certified by the International Society of Arboriculture (ISA) to perform tree assessments in SCE’s service territory and determine appropriate mitigation actions, in accordance with SCE’s provided HTMP defined approach. After performing the inspection, Contractor will complete on-line assessment, to classify subject tree(s), assign a risk ranking and determine appropriate mitigation action(s). Recommended mitigation actions may include the removal of the entire tree. Some tree removals may require enhanced efforts by Contractor to obtain property owner approval and leveraging new laws such as Assembly Bill (AB) 2911. It is currently estimated that it will take approximately 4 to 7 years to complete the first pass of assessments and mitigation in High Fire Risk Areas (HFRA).
Drought Resolution Initiative (DRI) / Bark Beetle (BB)
Due to climate change effects, drought and bark beetle infestation, California is facing an epidemic of dead and dying trees. As a result of the drought emergency, SCE established the Drought Relief Initiative (DRI) as a separate and distinct program from SCE’s ongoing vegetation management activities. All DRI activities occur within High Fire Risk Areas (HFRA). Under its DRI, Contractor to provide Arborists certified by the International Society of Arboriculture (ISA) to conduct quarterly inspections and complete online assessments in Tier 2 and Tier 3 HFRA for tree mortality to identify dead, dying, or diseased trees for removal.
Note: If vendor is not already registered in Ariba, and connected to SCE’s profile, they might not be considered, since the RFP is expected to be issued mid- to late- next week.
